Way too many dependencies for what would be a simple URL request as is already 
used for the LOTW user file.
All the team needs to do is put a simple file containing a version# and an 
optional message on the WSJT-X site.
The version number is just a an integer representation like 200 for the current 
version.WSJT-X grabs the file, reads it, and looks at the version # compared to 
the saved one in the WSJT-X.ini file to see if it increased.
Could also add message# item to have one-time messages appear using a one-up 
counter or a sequence of such messages

about the pop-up boxes letting them know about important concerns. Also I think 
it's hard-coded into the program and won't go away until a new version is
