Did you notice that it said the WIN32 versoin, and specifically said to use the Win32 version even if you're on a 65 bit version of Windows.   It also points out you want the 1.02 version, NOT the 1.1.0.

When you run the installed, ACCEPT all the defaults, and UNCHECK any donation suggestion at the end of the install.

If that doesn't work, there are additional steps in that note that may need to be taken

I located the package, the current version is _*Win64OpenSSL_Light-1_1_0j*_, which I'm sure makes no difference.  FWIW, there is a 1.0.2j lite also available.

When attempting to install, the default directory for the install was given as _*C:\OpenSSL-Win64*_ which I'm sure is wrong!  So my question is:  which system folder should I be installing to:  C:\Windows\System, C:\Windows\System32, or C:\Windows\SysWOW64?  FWIW, I've searched my system and found no copies of any files named OpenSSL*.* yet I've had no problems . . . so far.
