I don't know what the other guy was thinking in this case, but the issue is complicated by some FT8 experts pushing the "always work split" idea, i.e. "*Never call a station on his transmit frequency".* If everyone follows that, then each station's transmit frequency should be free for someone else to use use to transmit on the other cycle.
Obviously, a problematic idea unless everyone follows it.
