NO.

It is an operator error for a station using a nonstandard callsign, say PJ4/K1ABC, to try to initiate a QSO by sending Tx2 rather than Tx1.

This (Tx2 format) will NOT work to initiate a contact, since OH2FQV has not yet received the callsign enclosed in <> brackets:

  OH2FQV <PJ4/K1ABC> -22

This (Tx1 format) is correct:

  <OH2FQV> PJ4/K1ABC
