I've seen it before and I had to reboot the computer which solved the
problems.

I've also seen pending Windows Updates cause this and other problems. win10
is ready to update, but you have done it. If you Right click to shut down
Win10, it may say Update and Restart.

If it does, it's a sure sing that Win10 is or will become unstable.
