The version of Hamlib linked to is not particularly critical so long as it is recent, i.e. >= v3. The newer the Hamlib package linked, the more up to date the supported radio list and bug fix status will be. WSJT-X official packages are generally bundled with a snapshot of the Hamlib master branch at the time of release.
I confirm what Bill writes above. I'm using myself a locally installed hamlib. I'm supposing that the problem you are encountering is related to cmake which cannot find hamlib where it's expecting to find it. Probably you will have to inform cmake about the location of your local hamlib. Use the cmake-gui in order to modify your cmake config so that your local hamlib can be found by cmake.
