First off, my apologies if this is not the right place for this question or
if this has been answered already. I searched the listserv archives for an
answer but couldn't find anything.

At some point, WSPR mode in WSJT-X added power levels from -30 dBm to -3
dBm. I recently had a request to add these lower power levels to my
JTEncode Arduino library. In perusing the WSJT-X source code, I don't see
where there is any support for these lower power levels in the encoding of
the WSPR message (specifically in the wqencode.f90 file). It looks to me
like any power less than 0 dBm is rounded up to 0 dBm. Admittedly, I don't
really know Fortran and have only learned enough to try to understand
what's going on the WSJT-X source.

I thought that perhaps I was mistaken, though, so I set up my station to
send a WSPR transmission with a -3 dBm power level so that I could see what
was reported on WSPRnet. All of the reports of my spot were listed as 1 mW
power, which is consistent with what the code in wqencode.f90 seems to do.

So my question then is whether there is any support for power levels below
0 dBm in the actual WSPR payload yet? Will WSJT-X report a power level <0
dBm correctly and is it only that WSPRnet is reporting it as 0 dBm? I
haven't seen any reference to these lower power levels in the official
documentation. If they aren't yet supported, will they be in the future?
