If JTAlert was not set to auto-start WSJT-X, than JTAlert is not the cause.
If JTAlert was set to auto-start WSJT-X that action would only occur
when JTAlert is explicitly started, not when restarting your PC.
Likely your PC restart (after uninstalling JTAlert) was the real fix, it
simply coincided with you uninstalling.
The only way I can see WSJT-X to be still running after a PC restart is
if it was not a true restart but simply putting windows into and out of
hibernation which will restore previously running processes and their
running state.
