You need to tell the decoder the correct sequence length ("-p 15" for your FST4-15 file) and lower and upper bounds for the frequency range to be searched ("-L 600 -H 1400"). Most likely you also want to set the maximum decoding depth ("-d 3").

Thus:

$ jt9 --fst4 -p 15 -L 600 -H 1400 -d 3 200929_171645.wav
 EOF on input file 200929_171645.wav
171645   5  0.0 1386 `  CQ F5NWY JN38                            0.559
<DecodeFinished>   0   1

The message "EOF on input file 200929_171645.wav" is produced because your file has only 14.25 s of data, rather than the expected 15.0 s.
