John, 
You can make the ~/Library folder visible in Finder with the following steps:

1. Open a Finder window.
2. Select your home directory in the left panel of the Finder window.
3. Select Show View Options under the “View” menu.
4. Check the “Show Library Folder” box.

Thereafter, your Library folder will always be visible.
