The behavior you describe is intentional, motivated by the fact that too
many users were ignoring the published advice to always use the Fast"
setting for Q65 mode.
As currently configured, the "Normal" and Deep" settings are for our own
test purposes. Users will see little or no benefit from using them, and
decoding will sometimes take a lot longer.
