Version 2.5.4 is the latest released version. Version numbers
containing -RC in the file name are release candidates for beta
testing. They may not be stable, they may have bugs, they may have
things missing, they expire. They are not intended for daily use, but
rather for testing. In your specific case, the User Guides are missing
because it's beta test. When 2.6.0 reaches release, the user guides
will be generated for the release.
The answer to your question is no, you are not out of date. 2.5.4 is the
current release.

versions, the latest User Guide is marked as v2.5.4. Not so bad an
issue for that version by itself. Except, all English User Guide (pdf
and html) are missing! Where are the user guides of any version like
V2.5.x or above?
