Check the polling rate between the two.
Something funky is going on in the fast polling...I'm trying to track it down.

SHA=be045d 64-bit version into WSJT-X v2.7.0-rc8 after install, why exactly is
now not so important....
The attachment holds a .zip-file in which from both installs hold the
WSJT-X_RigControl.log files.
In the functional version I dialed my TS2000x from 1296.080.0 up to 1296.090.0
in 1kHz per second. The screen in Astronomical data as well as the main-screen
followed and displayed nicely the RIG-frequency.
In the version which does NOT follow the frequency, I increased from 1296.060.0
up to 1296.070.0 also in 1kHz per second. The wsjt-x windows remained fixed at
1296.065.0

checked, more detail in below text:
Follows Radio dial (without holding Ctrl-key): WSJT-X v2.7.1-devel

In the version WSJT-X v2.7.0-rc8, I tried as you mentioned to update the
version Hamlib, but all that happened was more than an hour the
'downloading...' message. I stopped trying after I did a 2nd attempt. Then I
grabbed the hamlib.dll version that came when installing the correct working
wsjt-firmware (Hamlib 4.6 ~git 2024-12-04T23:15:35Z SHA=be045d 64-bit),
installed the non-functional version again, and pasted the copied Hamlib.dll.
NO LUCK EITHER.....the WSJT-X v2.7.0-rc8 still does NOT follow the VFO-dial! I
opened the tab-field under 'radio' to check whether it uses the expected hamlib
as from the functional version, and it did.
Then per advice from Mike W9MDB, I have tried logging the faulty version WSJT-X
v2.7.0-rc8, but as this isn't a debug version, it doesn't let me create a
log_file. We can't compare to a logfile I was able to produce from the version
which DOES follow the frequency-dial on the TS2000x...
Conclusion:
It is not the hamlib.dll which causes the WSJT-X v2.7.0-rc8 no longer to follow
the radio dial....

Gerrie, FYI: WSJT-X v2.7.1-devel 250106-RC8 improved PLUS and WSJT-X
v2.7.0-rc8 have the identical Hamlib version (and have been compiled on the
same computer). And for both program versions, you can very easily update
hamlib with one click (Windows only).
Furthermore, If you are working on Windows, you only need to replace a single
file ("libhamlib-4.dll") if there is any problem with your rig after a program
update which often brings also a new Hamlib version. It is always the same!
I've even created a tutorial about how to deal with rig control errors
(available in English and German).
My recommendation: If you have a "libhamlib-4.dll" version which works well
with your rig, backup it manually, so you can restore it in case the Update
Hamlib doesn't work for you - for whatever reason. I really don't understand
why so many OMs find it so difficult ...

I think that is exactly the issue...
libhamlib-4.dll as it is distributed along with WSTJ-X v2.7.1-devel 250106-RC8
improved PLUS does follow the frequency-dial on the tS2000x like one would
expect.
However when I open the directory after I install WSJT-X v2.7.0-rc8, I see a
libhamlib-4_new.dll along with a libhamlib-4.dll. And then is doesn't follow
the frequency_dial anymore.

different stations in EME which mostly report their frequency in rounded kHz
steps. Follows Radio dial (even without holding Ctrl-key):
