BOB: First off, none of the main (tab) settings windows NEED a scroll bar as they are sized to fit the display. Unless, you might have the fonts so large that they span off the visible display - this happens on my notebook computer displays, which are wide but not tall. Try reducing the font sizes and just hit ENTER (even though you can't see it) and see if that helps.
