It turns out that the timestamp that gets sent to PSKReporter when it
reports the time of an FT4/FT8 message etc is (unfortunately) not
standardised as to whether it is the *start* of the transmission slot, or
the *end* of the transmission slot, or *when* the decode completes.

I suspect that WSJT-X reports the time that the decode completes.

This timing is important as I want to group reports that happen in the same
timeslot in order to determine which receivers are reporting the wrong
frequency. Currently, I have a table that maps software versions onto the
decoding approach that they use -- but this is pretty horrible.

I'd like everybody to move to reporting the *start* of the transmission
slot as the relevant time. For FT4, it wouldn't matter whether the start
time is rounded up or down.

Could you make this change?
