AFAIK the current Policy spec define a Framework (WS-Policy) that can
hold specific (domain) policies, e.g. WS SecurityPolicy.
 
The specific policies define "what to do" or "what is required", policies
do not define "how to do it". At least I've not seen any type of "action"
in the current specifications.

WS-Policy means Requirements and Capabilities,
Requirements are used to specify the required activity
Capabilities represent the quality of being capable.
 
Can i specify actions in policies 
 
Policies will hold what kind of activity is needed and what's the capability.., actions will say how to do it ..,
 
 
Need some clarifications on this .
