AFAIK the current Policy spec define a Framework
(WS-Policy) that can
hold specific (domain) policies, e.g. WS
SecurityPolicy.
The specific policies define "what to do" or "what is
required", policies
do not define "how to do it". At least I've not seen any
type of "action"
in the current specifications.
