Yes ...  this is possible using "EmbeddedKey" mechanism where both
parties uses a shared key know to each other. This is used in the
interop scenario 4 in the scenarios used implemented here [1] on Axis1
.x and here [2] on Axis2.

Axis1.x
 - client config:  See: Ping4 config of Client_deploy.wsdd [3]
 - service config: See: Ping4 config of deploy.wsdd [4]

Axis2
 - client config: See OutflowSecurity and InflowSecurity parameters in [5]
 - service config: See InflowSecurity and OutflowSecurity parameters in [6]
