The SAMLIssuerFactory has a bad default value for the
"org.apache.ws.security.saml.issuerClass" property, which means that if this
property isn't specified in the saml.properties configuration file, a call to
SAMLIssuerFactory.getInstance("saml.properties") will fail with the error
message:
org.apache.ws.security.saml.WSSSAMLIssuerImpl Not Found
