IMO a new feature is simply a new bug with the severity set as enhancement.
The Bugzilla CVS tree doesn't have "enter_feature.cgi" and I haven't seen it in
a long time.

We follow the stock bugzilla CVS tree, so no attempt will be made to try to fix
enter_feature.cgi
