In case it helps, the problem appears to be that web.xml
isn't being included in the publish. I've updated the bug to this
effect.

Web Services smoke test failed on M200601100125-200601100125 due to problem with running simple servlet on Tomcat. I've opened blocking defect 123278 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=123278) for the problem.
