This was requested by an IBM adopter of WTP and was blocking a batch process from working properly. The problem basically is the virtual resource API assumes that if you want the project, you will pass "/" for the project root, however, typically, and in our own code as well, we pass an empty path. Rob's fix was to treat the empty path and the "/" as the project root. This is trivial and has been reviewed and tested and will prevent further miscommunications and issues down the road.
