Try the org.eclipse.jst.jsp.core.internal.contentmodel.tld package in
the jsp.core plugin.

The JSP editor knows about the tld file in my WEB-INF/tld/ folder
because it is available for content assist and also lists all of the
attributes in the properties window. I need to examine this code to
perform a similar function.
