We would like to remove "internal.provisional" from and add "internal" to package names, as appropriate. Removing "internal.provisional" will cause adopters to need to change import statements. Adding "internal" where previously this was omitted has the potential for more far-reaching effects, since previously-used packages may no longer be accessible. These changes, targeted for RC0, will have no affect on end-users, but will impact adopters.
