The PMC has approved the vote for Kaloyan Raev's full Committer status on
the webtools project. The next step is for the project lead to fill out the
online new committer form

The PMC's comments were: I confirm this election was conducted properly and
Kaloyan Raev should be invited to become a committer ...

While this portal is not setup yet for us for component voting, I have
confirmed 4 members of the JEE team voted +1 (and no negatives).
