For RC1, PMC approval is not required for Javadocs and other documentation. See WTP 3.0 M7 section in the status page, http://wiki.eclipse.org/WTP_2008-04-24

Subject: [wtp-dev] Is PMC approval needed for javadoc fixes?

Is PMC approval necessary for the following two cases during RC1?

1. Javadoc fixes and improvements.

2. Work to include generated javadoc in docs plugins for a component.

Thanks,
