My fault. I was hoping that we could avoid creating a separate plugin to
hold two internal classes, since these classes shouldn't be even loaded
in the headless case, but it sounds like that doesn't work. Could you
open a bug?

Does anyone knows why org.eclipse.jst.common.project.facet.core has a
dependency on org.eclipse.wst.common.project.facet.ui? This resulted in
org.eclipse.ui and org.eclipse.swt (among other plugins) to be pulled
in. This causes problem with tools that runs in headless Eclipse
environment.
