Are the latest drivers completely broken?

I've tried the two most current drivers on
http://build.eclipse.org/webtools/committers/

http://build.eclipse.org/webtools/committers/wtp-R3.0-S/20080515044253/S-3.0RC1-20080515095349/
http://build.eclipse.org/webtools/committers/wtp-R3.0-S/20080514235344/S-3.0RC1-20080514235344/

And when I start Eclipse I don't see any of the WTP features or plug-ins.

Here is what I have unzipped:

05/15/2008 08:09 AM 24,782,134 dtp-sdk-1.6RC1-200805090500.zip
05/15/2008 08:12 AM 156,100,738
eclipse-SDK-I20080513-2000-win32.zip
05/15/2008 08:16 AM 715,513
eclipse-test-framework-I20080513-2000.zip
05/15/2008 08:17 AM 4,505,808 emf-runtime-I200805121800.zip
05/15/2008 08:08 AM 6,720,146 GEF-SDK-I200805121830.zip
05/15/2008 08:16 AM 188,612
org.eclipse.releng.tools-I20080513-2000.zip
05/15/2008 10:53 AM 97,646,437 wtp-sdk-S-3.0RC1-20080515095349.zip
05/15/2008 08:07 AM 1,159,383 xsd-runtime-I200805121800.zip

Is anyone else seeing this?
