The bundles are not being pulled in because the XSL map file contains 
bundle@ entries, and the Babel scripts look for plu...@.

I've opened a bug against Babel to look for bundle@ entries as well.  See 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=272176

Dave, one option is to use plugin@ as a short-term fix,  Can revert this 
change once the bug is fixed.

Yeah, Nitin just added the XSLT maps last week to Babel.  So I'll keep 
an eye on the Babel builds.
