The bundles are not being pulled in because the XSL map file contains bundle@ entries, and the Babel scripts look for plu...@.
I've opened a bug against Babel to look for bundle@ entries as well. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=272176 Dave, one option is to use plugin@ as a short-term fix, Can revert this change once the bug is fixed.
