Yes, WTP provides a dual mode - source and graphical - XML schema editor. Give it a try and I you find it needs more features feel free to open enhancement requests here https://bugs.eclipse.org/bugs/enter_bug.cgi?product=WTP%20Source%20Editing using the wst.xsd component.
