The Architecture Council did discuss the Bugzilla Best Practice issues
that have been raised, and came up with some new recommendations.

In summary, it looks like a global [email protected] inbox will be
created, bugs that haven't been triaged will be in the UNCONFIRMED
state. Items triaged, will go to NEW and assigned to
[email protected] inbox, QA contact should be assigned as appropriate.
The rest of the workflow would remain unchanged.
Please comment on the bug. Architecture Council is looking for a group
to try these practices out. I'm willing to do so under wst.xsl, but
thought it good to bring this up to the whole group.
