Okay, no wonder I didn't find it in the the design section I was looking
for it under.
Speaking of which, it might be time to start a migration of the Design
documents to the wiki. I know when they were created the wiki wasn't
around but it would help having them in one place that the community
could update if necessary, or any committer can update easily.
