It might vary by project and lead, but my procedure has always been that the person who delivered the code change needs to tag and release it if they want it to be released, unless they've arranged for it to be done by someone else. The build is not a mystery box to only be understood by an elite few, especially when we're moving to CBI. Any Committer should be able to update the releng.jeetools/maps/jst-j2ee-basic.map map file with a newer tag that already exists in the relevant branch of the webtools.javaee.git repository, telling the build process that that bundle needs to be rebuilt.
