"require the URL where PMC discussed and voted on the matter".
Do we have such an URL?
I suppose that the similar questions may appear for CQs #9479
(http://dev.eclipse.org/ipzilla/show_bug.cgi?id=9479) and #9488
(http://dev.eclipse.org/ipzilla/show_bug.cgi?id=9488) as well.
