Gorkem, It is acceptable if WTP 3.8 projects require Java 8. As an example, in WTP 3.8, Dali moved all of its BREE levels to Java 8. It is up to each project within WTP to decide when they will move their BREE levels up. (And any plugin that moves its BREE level up needs to increment its minor version, as per the Eclipse Plugin versioning guidelines.) As the Eclipse Platform requires a minimum of Java 8, any WTP plugin can raise its BREE to Java 8 (as long as they have a separate branch for WTP 3.7.2, which still has to allow for Java 7.)
