Hi Rob, I did a similar task in the past. I merged two repos and had the same errors with the additional committers.
First, I advise not to do it via Gerrit, as you would create a review per commit in the past and I assume you do not want that. I pushed directly to the repo. For the discussion, I suggest Bugzilla, if the history is pre-served, its "only" an organizational issue. Secondly, I had to ask webmaster to turn off validation for a pre-defined period. We sync a time, I notified him via email that I will now do the upload and once done, he enabled the verification again. HTH.
