I think this was discussed before, it is not about Watir but internet explorer. Some people saw 30+ while others saw 40+. I think it is about how much RAM and CPU internet explorer , therefore your tests need. If that is true then, those who test image heavy web sites wouldn't be able to launch a lot of concurrent browser instances.
