Komodo is a pretty good IDE and has a good debugger but the personal version cost 30 buck—I have also had some performance problems with this IDE with Watir version 1.5.x.  If you want free, try Eclipse with the RDE and the SVN plug-ins.  Eclipse is the one I end up using the most.

I've been using SciTE.  Until now I haven't heard of Arachno Ruby.. maybe I'll check it out.

Every time I try FreeRIDE it always disappoints me.  I tried it again just now - it doesn't like my dual monitor setup (does weird things with the menus), and it hangs for some reason in the middle of my scripts.  The scripts run perfectly when I run them from a command line or SciTE, so I blame the hack'ish IDE.

A good debugger would certainly be useful.
