I've been working off of 182, but just moved to 184 last week and everything's working fine. The gem install should install it to your local ruby gems directory, I'm not sure what you mean when you say you installed it to c:\program files\watir, you shouldn't have anything there. You might want to double check the installed versions by running the Ruby and Watir version steps in the FAQ. Make sure any previous watir files are cleaned out from your ruby directory, site_install. Let me know what you find.
