Hoo-ahh!  Got it!  After much convincing, I managed to get our IT guy to look into the problem in more detail.  This is what he wrote back to me:

"I did find one thing. They may be doing a reverse DNS lookup (our outgoing IP) and then seeing if that IP has an A record. We didn't have an A record for one of our hosts. I have made this change on our external DNS so in a few minutes (possible not for a few hours) we can try again and it might work."

I tried the Ruby FTP commands again and the error is gone!  Now I can relax and enjoy my weekend.  =)

looks very much like a DNS error.  If you can get your IT guy to fix
the nameserver, great, if not, try editing your hosts file (in XP,
found at C:\WINDOWS\system32\drivers\etc\hosts, of all places.  I hate
Windows sometimes)  on the FTP client machine.
