A comma-delimited (comma-separated-value / csv) file is a great compromise, as was mentioned earlier. A spreadsheet application can read and write it, and it's a text file that's simple to parse in Ruby. You won't get Excel features like functions and macros, but you will get a GUI interface for non-technical people to enter flat data.
