Yep - if you really read your method, you're asking watir to attach an IE instance itself to an MS Outlook window with the url of....there won't be a url because it's an MS Outlook window.
The simplest solution I can think of without delving into AutoIT would be to set your default mail client to gmail (using Gmail Notifier or similar), or any other web-based mail client that supports being set as the default. Then you could continue to use Ruby/Watir for your assertions.
