I've done this several times. I fill out the UCC-1 form and an vehicle application form. Then I meet the client at a notary (we have one we use) and she fiqures out the fee for tax, title and license. The client pays the fee directly to her and receives the plate and registration that same day. I hope this helps!

Subject: [WTW] Private Seller
We are doing our first car loan "for sale by owner" where the applicant is
buying a car from a private seller. Can any of you who have done this
before tell me what your procedures are and how do you determine what the
registration, tax and title fees would be?
Thanks-
