This seems to imply that EmulateIE7 or EmulateIE8 means use Quirks mode, which 
is incorrect. When the value is EmulateIE7, this means use the doctype to 
choose between Quirks and IE7 standards. When the value is EmulateIE8, this 
means use the doctype to choose between Quirks and IE8 standards. We added this 
because people wanted to be able to set the HTTP header once for a whole site 
that might include a mixture of quirks and standards pages.
