I don't think a disclaimer is the correct way to deal with minority
dissent. Per W3C Process the right way is:
1) Try to reasonably resolve objections to the text itself.
2) If there is an objection that cannot be addressed to the
satisfaction of the commenter, at some point move on.
3) If there is a Formal Objection to the point that could not be
resolved, record it and report at the appropriate transition points.
