I'm not sure if that practice is consistent with HTML-WG's use of the W3C issue tracker, since there seem to be recent discussions over what is or isn't an ISSUE and who should or shouldn't raise one in what circumstance. Some additional guidance on working group use of the issue tracker would be helpful. As for Action-169, I was tempted to close the issue myself when I sent the mail but thought a confirmation would be useful. And, in fact, my first email bounced; the Dublin Core General mailing list is restricted to posts from members only.
