Sure; my understanding of Tracker and process (from how the TAG works) is that 
when someone believes they have completed an action, they mark the action 
Pending Review; when the chairs have accepted the action as performed, the 
chairs mark it "Closed".

I'm not sure if that practice is consistent with HTML-WG's use of the W3C issue 
tracker, since there seem to be recent discussions over what is or isn't an 
ISSUE and who should or shouldn't raise one in what circumstance.  Some 
additional guidance on working group use of the issue tracker would be helpful.

As for Action-169, I was tempted to close the issue myself when I sent the mail 
but thought a confirmation would be useful. And, in fact, my first email 
bounced; the Dublin Core General mailing list is restricted to posts from 
members only. I actually joined the DC mailing list just to be able to resend 
the message.

shows it in the DCMI mailing list archive, and the HTML WG mailing list has

gotten confirmation that it was received. I think you could close the action 
even before the meeting if you're satisfied that it was performed, since it 
doesn't really merit discussion.

pointers to the emails.

So, to answer your question: the status of this Action Item is that it is 
"pending review".
