Given these results I think I prefer not changing the standard which states to use the index.
Two notes: 1) The 180 offset should have been 0x80. 2) When loaded from lists.w3.org these tests do not work as the server incorrectly assumes uploaded HTML content is encoded as utf-8. Neither impacts the analysis.
