I would prefer Europe personally due to the costs of a trip to the US. 
Speaking of a date mid September might not be the best choice due to lots of 
conferences taking place around the 14th: 
CSSConfEU, JSConfEU (13-15th), FromTheFront (19th-20th), Generate (netmag) Conf 
on 13th.
It gets a bit easier in October I think.

Paris sounds great indeed as location.
