The specification is using RFC2119 which is good. But at  the same time in some 
normative sections you are using  "may" (lowercase)
        "Additionally, role information may be used to define each action which 
may be performed on an element."
Is it a requirement or plain English. If the specification relies only on the 
CASE it will create accessibility problems for understanding. If there are 
clear markup (and explained in the conformance section) for testable 
assertions, it will help to avoid the misunderstanding.
