XHTML 2.0 Specifications contradicts the HTML specification.

        "The user agent must use this list as the field value 
        of the accept-language request header when requesting 
        the resource using HTTP."

HTTP specification has precedence on the document. This is a very big issue.
There is a need to coordinate with HTTP WG (IETF) and the TAG. Same issue than 
srctype and contentTypes values.
