About http://www.w3.org/TR/2006/WD-xhtml2-20060726/mod-xforms.html XHTML 2.0 says "This section is normative for purposes of defining the integration of XForms into XHTML 2.0. The XForms language itself is normatively defined in [XFORMS]." Simpler to say: "An XHTML 2.0 implementation MUST include XForms (here the version) + the reference."
